Can't Start a Custom on Howling Abyss?

So I wanted to 1v1 a friend of mine and we loaded in to a custom game lobby. I clicked start and it didn't work. There was no error message or anything. We tried changing the team size and pick type, even changing hosts, but, much like graves, no cigar.
