GAMEPLAY fps bug breaks game
game drops to 30 fps at the start of every game and stays there all game when before your xerath hotfix I ran 60-70 fps every game without fail.

I noticed the same thing yesterday while hacking around on my comp testing out my graphics cards. It looks like there's a built in FPS max for some reason. I was pegged at 30 exactly just like you...while piddling around I upped everything graphically to max...my FPS jumped to 58. So for whatever reason...it appears there's a default max frame rate somewhere.
