Japanese server is region locked. You need to live in Japan to be able to play there. I guess that's why it's not free for you to transfer there.

Hi, I am in the same situation, I am currently living in Japan, and 3 friends (all west eu) succeeded into transfering to the japanese server for free. But me I Can't, obviously I don't know why. But it seems to be an account problem (I tried with an other computer). Please keep me aware if you find something new.

Hello Ive just received an answer from riot support.
In order to receive a free transfer, you must have played a majority of your games from a Japanese IP address between January 1, 2015 and February 22, 2016.
