Rank, Mastery, Honor not showing in loading screen. (Also binding "T" does not work)

Every time I get into a game, my rank, honor, and mastery banner do not show up. It's been going on for over a month now and I'm not seeing anyone else's ranks or banners either.

Also, when I rebind item slot "1" to item slot "T" it doesn't save as that. It always deletes it if I leave the options menu or log off. Tried on my friends account on a different computer and it did the same thing.
