I had to choose bans on a poro king game, and when it was my time to ban I was unable to select tahm Kench, he wasn't even in the champion selection. After making my ban, Tahm Kench THEN appeared in my champion select screen.
If no one on the other team owns it, you can't waste a ban on it.

The list of champions you can ban is only champions that someone on the enemy team owns. If no one owns a particular champion on the enemy team, you can't ban it.
