I can't block people

Today when i was going to block a player bcs of flame it didnt work. I click to block a player but it doesnt add him to block list, dunno why. Does any1 know what is the reason? I saw several posts about it, and I didnt find the answer. I checked if I could add to block list before I report someone and it didnt work at all. Also ( dunno if it's possible) but I surelly do not have full block list (I even removed one player to check if it'll work, well it didnt). Is it a bug or only me have problems with that? can some1 help?
