Game will not load in until the whole match is over.

When i join a game, whether it be TFT, URF, or a summoner's rift, instead of it showing all 10 players it will be black screened with a blue loading wheel/curser. After 30seconds it will take me back to the client and give me the option to reload the game. when i do reload the cycle repeats. i have to wait until the game is over to continue with anything, and it gives me a loss for the match. It has done this multiple times to me this week and i have done everything i know of how to prevent this.
