from what you are saying all i get is that when you attack a turrent you get money from the turrent, which is the effect of spellthiefs(attack a turent or a champion)

I tried it and didn't get it to proc infinite times. Did you see it or do it yourself in a game or did you only see it in spectator or in replay?

Are you referring to the kat procing it every auto with no cd on a turret shown by Glauciane?
