[GAMEPLAY] Turret not shooting minions

During a ranked game, the T3 bottom turret did not shoot minions. The enemy ADC allowed the lane to freeze on the tower, which would only shoot champions, and farmed freely. This game breaking bug coupled with the incompetence of my teammates caused us to lose this match.

I am not sure how to reproduce this bug, but if you look in my match history it is the game at 20:11 October, 09, 2015. I lost what little LP i had left due to this bug and the enemy team got a free win.
