Client Bugs

So im currently playing the game leveling my account and I have had some issues that I see have no fix. My first issue is that sometimes at the end of a match i get the message that i leveled up and have unlocked a new rune and mastery slot, but when I check my summoner profile it says i havent leveled up yet and I go into rune page and mastery page and i cant add any additional points. My second issue is the chat filter. I have the chat filter option disabled but in game i see words are still censored. I tried repairing the client but it doesnt fix a thing.
