Matchmaking is Broken? (Level 79 summoner in the same game as level 9, 10, and 11 summoners?)

I just played in a game that had the most ridiculous level and rank disparity between the different players involved. I took a screenshot from na.op.gg and replaced the summoner names with their summoner levels: view the image here

Sure, each team has some low-level player and some high-level players, but these people should not get put into the same game. This can't be intentional matchmaking behavior. Why would Riot intentionally have summoners with levels 9, 10, and 11 playing in the same game as a level 79 Platinum 3? Is this a bug that cropped up due to the summoner level cap being removed? Years ago I remember occasionally having a level 30 player thrown into a game with low-level players, but this is ridiculous!
