gangplanks W cooldown bug

gangplanks w doesnt want to activate sometimes. not its not my keyboard because i dont have these problems with any other champions ever and ive played league of legends since the end of season 2 and now that im very competitive about the game things like this matter to me and im just wondering if riot can test the ability to make sure theres nothing wrong with it but im pretty sure you will notice that it is not consistent.
