was told to submit a bug i havent had any restrictions for quite some time and its not letting me earn chests

The time period isn't 3 months. In fact, it's not a set amount of time at all. It's a different amount of time for each player because it depends on their personal behavior. Unfortunately, that's really all the info Riot has released on the subject of being "reformed" and eligible to receive hextech loot again, though they have said that they plan on making it more clear to players as to how long they have until they are reformed.

I think the buffer zone mentioned in other threads was 3 months of neutral behavior.

I'm pretty sure there isn't a way offhand unless your last punishment had an e-mail part to it. (so then your inbox would have the date) You could try e-mailing support and asking when your last punishment was issued I guess?

My last punishment was 3 months ago and I still can't get mine..........GL.
