No restrictions on my account and still cant earn chests
was told to submit a bug i havent had any restrictions for quite some time and its not letting me earn chests

The time period isn't 3 months. In fact, it's not a set amount of time at all. It's a different amount of time for each player because it depends on their personal behavior. Unfortunately, that's really all the info Riot has released on the subject of being "reformed" and eligible to receive hextech loot again, though they have said that they plan on making it more clear to players as to how long they have until they are reformed.
I think the buffer zone mentioned in other threads was 3 months of neutral behavior.
