Left click not working on map/mini map

'm not sure if this is the right place to post (so please let me know if there is a better suited board), but I've been having difficulty with my left click. Left clicking on the shop/skills works, quick casting works, but if I press, for example, Q then try to left click on the target nothing happens. If I left click on the mini map then nothing happens. I've tried to reset my keys to default and nothing happened. I also reinstalled League and it still didn't work. The last game I was in I noticed that if hold Shift then left click then it works normally. I mean its only my account that's doing it on my smurfs it work perfect but on this account it doesnt work any ideas?

Go to C:\Riot Games\league of Legends\config Delete PersistedSettings.json, game.cfg and input.ini Create a custom game to test it. done this already
