NO HEXTECH KEY FOR 6 WEEEEEEKKKSSS

Hi guys, for 6 weeks never hextech keys drops,i dropped 8 chests, i won too many matches quickly with perfect stats,i played and win with team , someday my stat was that ==> 43-1.12 but riot never give me hextech key, i dont understand is it bug or strategy of riot games for buying keys from shop?
