Yasuos Q CD is bugged?

I've been playing Yasuo, but I might be wrong, it says that his CD was at 1.33 secs but whenever I use it it says 2 secs on that CD. Is this a bug on his Q?

Spells (atleast what they show, dunno if the CD is really lowered), don't work with decimals. 1.1 will always be 2 and so on.

Ok, that makes sense, I wanted to confirm but it just felt longer than 1.33 secs whenever I use the skill but that could just be me.
