i cannot chat during champ selection, and client says "Logging onto chat service..."

I have been seeing this as well. In my case it's Kaspersky for some reason, it was fine before Windows 10, but if I want chat, I have to shut down my internet security app. I thought I had it fixed by adding trusts for LoL, but apparently not. Hoping this helps maybe point in the right direction.
