[CLIENT] Champ Select Not Working.

Every now and then there will be a situation where I get into a draft pick champion select screen, and I will be unable to see any champions. The champion selection tab will pop up from the bottom of the screen but the list will be completely empty and I will also be unable to change my masteries. I can't see what other people hover either, which I'm assuming is related to my problem. Since I cannot select a champion I am forced to dodge, causing me to be placed in a low priority queue.

I cannot figure out what reproduces the problem, but it has happened 10 ish times now and it's driving me crazy. Make sure your shitty client works before taking away the functional one riot.summoner 3

If it happens again I'll take a screenshot.

Same happened to me after updating to patch 7.10. I could not select/ban any champs at champ select and got a 5 min penalty, then i tried again and had the same problem so I got a 30 min penalty. What is going on??

The exact same thing has happened to my client, except mine doesn't allow me to see champions or masteries in regular blind pick, as well as the training mode and customs. Would really appreciate help.
