Rerolled 3 skin shards and got another skin shard???

So today I had 3 skin shards in my inventory. Void Bringer Illaoi, Champonship Shyvana and Warring Kingdoms Xin Zhao and I rerolled them hoping to get a permanent skin shard for a champion I own but instead I got another SKIN shard ( Definitely Not Vel Koz) and that's the champ I don't even own???? Is this a bug or? Because aren't you supposed to get a permanent skin when you reroll 3 skin shards?

It has gold frame, which means once you unlock a champion you will get that skin. You can get perma skin for champion you don't own from reroll and you can unlock it for free once you unlock the champion - or you can use it to reroll another 3 :)
