[GAMEPLAY] Guardian Angel locks summoner spells from use

On Fiora, possibly on other champions, after dying shortly after being revived by Guardian Angel the summoners spells were locked and grayed out and unable to be activated. The summoner spells were locked upon spawning at the fountain and did not unlock until crowd control was applied again. It seems that they were unlocked after the crowd control because crowd control temporarily locks them and then unlocks them. Unfortunately this bug prevented me from using teleport to help my team in a crucial team fight which immediately cost us the game.
