Orange Essence for Dj Sona

Why do i need to unlock DJ Sona with orange essence? I thought you could unlock ultimate skins from hextech crafting without OE. I got the skin shard a few months back though.

It stated only new ones gained will be auto unlocked. It will not retroactively craft them for you.
