GAMEPLAY Bug Bard Ardent Censor

Hey, I'm not sure if this is a bug, I am kind of new to but I absolutely love him and am happy with the small buffs he received although they did not seem to alter his gameplay much. Anyways I am just curious as to why Bard's heal (w) doesn't proc ardent censor. Maybe it would be a bit OP because it could be proced from a distance but either way I am curious as to why Bard's heal doesn't activate the passive. I'm not sure if this is a bug but a confirmation would help, thanks so much!
