Flaw in Remake System

So I was playing some ranked soloQ on OCE and our mid laner, Morgana, hadn't connected at the beginning of the game, and supposedly reconnected at 2:09 (Link) https://gyazo.com/3d79d7674900a58f67fa6d772748365d

Then at 3:57 the enemy drew first blood. Morgana still hasn't moved and then disconnected again at 4:28 (Link) https://gyazo.com/11599b3fc7fb3a40ec915f5ced9cf588

Our team had not received a prompt to remake and we all wanted to.

Again, we didn't receive a single prompt to remake.

Is there an explanation behind this?

From the Riot Support page on /Remake:

/Remake becomes available at 3:00 if a player is disconnected or flagged as inactive for 90 seconds. First blood against a player's team before they leave/dc will prevent a /remake vote. At 3:00, the impacted team has 60 seconds to start a vote by typing /remake in chat. Once the vote begins, you have 30 seconds to vote yes or no. In a 4v5, at least two players (30% of the team) need to vote yes for the game to end. In a 3v5 or lower, you only need one player to make that call. Once the vote passes, the game ends. You'll neither gain nor lose LP/IP/XP, and you won't see a win or loss on your record. The inactive players (and Diamond V and above players in their premade) are punished.

I suppose once you reach 3:00 and ahead, you will have 0 chance to reach ELIGIBILITY (not ability) to use /remake. When Morgana reconnected at 2:09, I suppose the "hidden timer" reset and she'll have to afk/disconnect again for 90 seconds. Since that time would be 3:39, it's not going to be possible for you to /remake because your team lost the eligibility to qualify for a /remake by 3:00.

/Remake should not be in concern or thought as if it exist once you reach 4:29 and ahead (The /remake vote has the potential to lasts until 4:29 if someone typed /remake at 3:59).
