Game keeps freezing

So I will be in a game and then everything will just stop for 2-5 seconds. This happens and then a second or two afterwards my ping will spike to 300ish so I just assumed it was my internet. However when I was out of town with my computer and I decided to play a game on another wifi spot the same problem occured multiple times. Any thoughts?
