20 Minute queue wait?

Well, I've been playing recently, and occasionally, for no reason, I log on one day, and I have a 20 minute queue penalty, so I have to wait for 20 FULL MINUTES to even attempt to play a game, and If I leave that queue at any time, the time resets, now, I would be OK with this, except I GET IT FOR NO REASON. I have not ditched recently, I got no warning in the last game I played, I didn't afk or anything of the sort, I just got a random 20 minute penalty, and this has happened to me once before! Can someone explain why? or how to stop this?

This happened to me today. Haven't had a leaver buster penalty for about a month. Haven't afk'd or left during any games recently.(All my matches show up completed.), decided to play a custom match earlier today to try out the new rift changes, I did leave in the middle of that, but it was only me, no bots, no other summoners, came back a few hours later, que'd up and I got the twenty minute wait period. Your not alone, bud.
