FPS drop as of patch 5.15

Hello all, the title sums up the problem. When patch 5.15 hit I noticed a frame cap of 40 fps on my computer that always runs at 60 fps. There are occasional freezes and at points during the game my computer black screens and restarts. I am not positive if this is a problem with the game or not but I have not made any changes to my computer and it is fairly new and has never had any problems before. Does anyone have any idea what the problem may be or relate? (Note this continues in patch 5.16 as well and updating my Nvidia graphics driver did not fix the issue)
