[GAMEPLAY] Surrender vote not counting until the second surrender

We had a surrender vote 3/1 (and I didn't vote yet). I must have waited until the last frame it was available or one after it closed (attempted to say no for a 3/2 vote). The ending vote was 3/1. The next time surrendering was up, I wanted to say yes, but the instant the poll popped up I didn't get a chance to vote. It locked in me saying "no." I'm guessing it's counting my vote from the first surrender.

Has this happened to anyone else?
