Rune Page Glitch in Champion Select

While in champion select, my Rune Pages were glitched, citing that I was not of high enough level to modify or change them... I am level 41 as of my time of posting this, and the minimum level was level 8... I don't know any further details of this bug, a screenshot has been attached.

Yes. This just recently happened to me. 2 games in a row so far. One person was giving me a hard because of it throughout the game too. Even after telling them I can't change it
