Jinx bug? hotkey bug?

So I just played my first promo game of the new season, I was qeued to be jinx adc in the match and when we got into game I chose q first as my spell using the addition sign. (note I didn't use ctrl + e) then when laning phase began I noticed I was not able to use ANY hotkeys and I had to restart my client for them to work! not leave the game and then reload game, actually close the league client and re-login. has anyone else had this occur to them? am I the first to find this? is this a me problem? or a you problem, riot?
