Some games receiving Loss Forgiven

Hello,

Me and my flatmate where both playing ranked in different games, game 1 (mine) started 5 minutes earlier and finished 5 minutes later than the other one (both games ended roughly 30 minutes ago). My flatmate received Loss Forgiven for his game and I didn't. Why is this happening, that some games receive Loss Forgiven and others don't? Not sure of why Loss Forgiven was enabled for his game, but we had someone who had connection problems in our game and was DC'd for 5 minutes.

Could you please elaborate on where this is a bug or intended?
