So after I used my Q ability at the start of the game, my "W" skill became "toggle" ability. When I leveled up my W, it still stayed the same until the end of the game. It's nothing special but still some sort of bug.
I expect some RP on my account Rito :)
I had this on Kled when I played him on ARAM yesterday before even leveling up it was like that on W as well. Might be related.
Happened in ARAM to me with Varus' W.
Have you played 
before, he has something similar happening to his ultimate. Whenever you activate It, the ring of blades appear smaller and after a short delay It becomes bigger (to It's actual size). It's only a visual bug of course, but sure is annoying to look at It. It's been like that for who knows how long, you can check that for yourself in the Practice tool.
Had that on vi's W before ranking it up.
It's on Ashe's E right now in ARAM as well.
