Recently during a match, my opponent Garen had brought up a bug that he noticed in a previous game. When Jax activates his Counter strike, he should dodge all basic attacks for the next 2 seconds. However, when Garen activates his Decisive Strike, which empowers his next basic attack, it still does damage to jax during his Counter Strike
Some empowered attacks still do additional damage, but not full damage, if it was doing full damage, then it is a bug
There is a feature in the game called "Dodge Penetration" for auto attack modifiers. Some have it some don't. Idk if there is rhyme or reason behind what champs have it and what champs don't. but it exists.

I don't know what the design thinking around it is. I'd have to mull it over myself to see what I think should be the behavior, but I do agree that we should be consistent.
This is something that dates from the time when dodge percentages existed in the olden days. It only still applies cus jax is the only champ in the game with a dodge in his kit.
