Cannot use Summoner Spells (Unsealed Spellbook Bug)

Literally can't use summoner spell(s) when taking Unsealed Spellbook. This obvious doesn't occur every game but does happen to me every 20-50 games. You can try to swap the spell but it'll still be disabled. This bug has been occurring to me ever since the start of season 9.
