It hasn't been released. Just because you see content coming out in a patch, and it appears on a champion page in the profile doesn't mean it's been made available yet. They have always done this with every skin released. You have to wait for the announcement post for it to become available, which will most likely be tomorrow.

I'm shaking just thinking at the thought of buying the skin right now but sadly all you can do is wait and be ready when he comes out
