CrazFight 1 votesHighly us specific... But im going to assume you mean the league client download/patch?... just go to the right corner click on one of the icons and press "repair" .

Take a look at this article HERE about "stuck on 33%" or this one HERE about general issues. As suggested, repairing the client is always a good start.
