[GAMEPLAY] Gragas Q Permanently Disabled

In a recent bot game where I was trying out Gragas I threw a barrel that didn't appear but went to the second part where you can detonate it but it didn't come off of it and I was unable to use Q for the rest of the game. It happened at Gromp and I think I threw it into the wall. I haven't yet tried to recreate it. Attached are 2 screenshots from when I based and you can see that it hasn't gone on cooldown or off of that second activation. This is incredibly game breaking if it can reoccur.
