Client Not Connecting/Responding

Hey, After logging in, the client opens on a black screen. Then, after about 2-3 minutes of waiting, it starts loading. Once loaded, immediately displays the "Trying To Reconnect" error message and the homepage fails to load. The friends list loads normally, however my summoner icon and summoner name at the top right of the screen doesn't load. After a minute or two of trying to reconnect, the error message disappears, however the homepage still doesn't load. I am unable to click the Play button or receive game invites from friends, however I am still able to chat to friends without problems. The "Trying To Reconnect" error message appears every few minutes and then disappears shortly after.

I've tried repairing the client, using the Hextech Repair Tool, disabling firewall and antivirus, even uninstalling the game and reinstalling it. While reinstalling, I had the client open to download the game. The download was running at optimal speed but the client still could not connect. The download completed and I'm still experiencing the same problem. It's been 2 days and nothing has worked. My internet connection is stable, since the download completed in no time with no problems.
