Jarvan's issue

i had a game last night with Jarvan, and this thing happened. (League of Legends player support request #18609701) 1: my aa has no animation at all, i stand by the side of minions and jungle, i saw the hp droped from the minions but im there stand still whole time. 2: my passive wont trigger at all, everything i aa wont trigger the passive's damage. 3: beside that 2 issues, my items and skills were not effected, tiamat and qwer has their normal animation.

so i thought it was game's bug and i checked on riot's boards, there were so many same probelms happened like mine, and some suggest if i fix my game client this will be fix, so i spent 15 mins to fix the game but still nothing changed. to confirm my thought, i opened a custom game later and found out that in my customs game everything works fine.

so now im thinking there can be 2 reasons for why that happened. 1: Game Bug, if that's the reason i suggest riot start to fix this, since the lack of the passive and aa animation can effect most players. 2: Hacks, as this happened in Chinese servers, some player used the cheats to get the unlimited effect(although they dont have at all)
