I believe the activation time is inaccurate > it seems to take longer than 2 seconds to activate (press S and count at the same time, 1...2...-3activated-)
Tooltip says it's 2 seconds, shouldn't it go 1...-2activated-?
so if possible please take a closer look at the timing of our beloved Teemo passive activation. Thank you!
If you start the count as soon as you stop moving then it's correct. take for example if the .... is the duration of the second from 0 it would go 0....1....2activated. The way you are making it out is as if you start with 1 second already counted.
As what foggy paws says, 1 . . . 2 . . . 3 is actually 2 whole seconds. because you start count on 1. as soon as you say 1 the clock starts ticking
So 1. (0.0 seconds) . . (0.5 seconds) . 2 (1 second) . . (1.5 seconds) . 3 (2 seconds.) -Activate-
So it is 2 seconds, it's not a bug, you're just not realizing something simple xD
Yeah it's 2 WHOLE seconds, the moment you'd say 3 is when it starts because that's when 2 is over

If anything they would correct it by giving the actual time. Like with 
jump being off by two seconds in the description
Try counting 1 Mississippi and 2 Mississippi and see if it is activated at the end of a full second, not the start. Could be possible though the twitches invisibility was off by quite a bit, and they fixed it.
