Visual lag on new champ select

While I was in champ select waiting for my turn to pick, the timer on the person who was currently picking was at 0. At first I thought it was the server lagging, but the chat was still going. Eventually my team said I was up to pick, but the timer was still on the other person and their champion was still in the middle of my screen.

Even if it was my turn, I could not click anything to bring up a champion window or do anything other than look at the other person's champion. Shortly after, the chat said everyone left the room; a few seconds after that everything "caught up" visually and brought me back to the queue up window and gave me a dodge penalty.

I know for sure it was not my connection as I was able to load webpages and chat in the lobby.
