Remake bugged?

So I played ranked and we saw that enemy Ashe hadn't connected so me and Lissandra thought let's go to enemy jungle for first blood so they couldn't remake. We get this first blood at around 2.30 or less, and somehow the enemies still could surrender after 3 minutes.
