I just played a soraka game in which the equinox "e" ability did no damage on cast or on root. Also the starcall never slowed. I hit enemies several times right in the middle and they never slowed. Also, the new soraka is terrible. I cant heal myself and instead I rapidly kill myself to heal? Its a complete joke. 10% of my life to heal? Who came up with that number?
Is questioning the new design necessary?
considering her heal has a roughly 4 second cooldown at level 1, I think it is more than justified that her heal takes 10% of her HP. It's absolutely ridiculous if it didn't, considering that she is one of the most annoying champions to fight against in-lane. Not to mention that she CAN heal herself, by landing starcall on enemies and level her W, you get a large amount of heal back which scales with missing health. I actually like this Soraka a lot more, and the only problem I have is with the low AP ratios on her Q and E which I think need to be buffed a bit, which would make solo-lane Soraka more viable when it comes to lategame instead of forcing her to shift into a healer only.
