Kayle W heals less than Tooltip [Gameplay]

During an ARAM game I noticed my W's seemed underwhelming when using on an ally vs using it on myself. At rank 3 (I believe) the tooltip said I should be healing for 150 base + AP ratio I casted W on myself and got 200+ healing. I casted W on different allies and it healed for 100 flat.

Is this a bug? Not sure if this is intended.

ARAM has a debuff where when you heal allies you only heal them for 50%
