Why shaco's box and clone dont proc counqueror?

Trying too pick runes is a bitch because of this sort of thing.

Because Riot does every single thing in the game on a case by case basis it seems and this leads to a ton of situations like this that is just increasing their workload so much because they spend more time in bug fixes than anything (and that's saying a lot because it doesn't really feel like they fix bugs)
