LEE SIN Q second activation is still bugged?

I mean this has been bugged since at least last patch. I've seen several streamers complain about it as well so im not sure why i'm not seeing it in the patch notes.

ultimately... some times lees second activation for his Q just doesnt do anything itll make the noise but the dmg doesnt register and he does not follow through. i would say its like a solid 10% of the time, at least enough to notice. I noticed it right after 6.19 and that same night watching rush stream it was noticed by him and me both.
