Volibear Passive Bug

In the last ranked game that I played, I had a strange issue. I was playing Volibear, and sometime after around 30 minutes my passive would not activate. I died a few times, and in some fights I would live at under 30% health, nonetheless my passive would continue to fail. Has anyone else experienced this bug?
