unable to level up abilities

I got into the game and the game was windowed and i was unable to level up abilities, clicking counted as a ping counted as a ping and couldn't ctrl q, w, e, r, etc either, also was unable to use unlocked camera, it wouldn't move. Was playing as Jhin
