Chat Connection / Ban-Pick Button

As of the last week or so (probably the latest patch or two) I have been experiencing constant disconnect/reconnects to chat on a regular basis. This is annoying, but not game breaking. What is game breaking is when I am supposed to ban or pick a champion... I select my champion and the button stays greyed out while the timer counts down to zero and forces me to dodge. This is 100% out of my control. I have been playing on the same PC setup for years. What gives?
