No Masteries when the Keystone is Thunderlords

A few times when I had a mastery page with the Keystone "Thunderlord's Decree" I had no masteries ingame. In the loading Screen was just the X, ingame when you press tab too and Thunderlord's didn't proc... I tried this in custom games and other keystones are OK.
