Enemy team surrendered but game didn't end

So I was in a ranked game and the enemy team surrendered, 4 voted yes and 1 voted no. One of the enemy players (the Lux) may have been disconnected when the vote was started but the text in the chat still said 4 voted yes and 1 voted no. The game did not end at that time when we thought it would (we also burnt all of our flashes because you know it's the end of the game) but it did not end and we almost lost the game. (In the end we won.)
